*This is a Non-Exempt position. Employees in this position are paid an hourly pay rate, on a bi-weekly basis, and are eligible to receive overtime pay for any hours worked over 40 in a work week.

JOB DESCRIPTION: Incumbents will perform some of these duties, as assigned. Leads the operational processing of hiring and administrative support required for university staff pre-employment processing, including but not limited to, set-up and monitoring of the progress and completion of criminal and education background checks, employment reference checks, drug screening, motor vehicle records, and health assessments. Ensures the completeness and accuracy of pre-employment transactions for ETS, eHRAF and Open Recruitment hires. Carries primary responsibility for developing process for monitoring the Affordable Care Act (ACA) requirements regulating length of time temporary employees for Emory Temporary Service (ETS) are on payroll. Ensures accuracy and compliance of new hire files and develops and participates in overall QA/QI measures for new hire files. Supports assigned recruiting team members with the communication of internal and external inquiries concerning applicant and pre-employment status updates, procedures, and scheduling via phone, email, and/or in person. Serves as primary talent sourcing and lead developer with the Development of Talent Pools and Specific Talent matches based on competencies specific to Emory job descriptions. May work on specific search projects or assignments as needed. Responsible for coordination of all Social Media outreach, including updating and maintenance of LinkedIn Recruiting Career Page (which will include regular posting of Recruiting related content and possible two-way communication in the future), and the collective presence of Emory University Careers on all other Social Media. Maintains the posting of positions on external sites and the maintenance of aggregator sites that scrape Emory University positions nightly such as The Chronicle of Higher Education, Direct Employers and others. Manages third party vendor requests, collects information and submits to Recruiting Leadership for review and consideration. Maintains and monitors the Recruiting email account and responds to inquiries no less than twice daily. Provides guidance and oversight to support team for overall department in activities including, but not limited to, Use of Emory Express order system, set up of travel arrangements and authorizations and communication with vendor and third party referrals and requests. Serves as point of contact for General Recruitment Department email account and "Ask HR" response email system and note taking during departmental meetings. Trains on and provides backup for ETS payroll processing and reporting including missing punches, shift differentials, time adjustments, supplemental pay requests and on demand checks (ODC) for approval. Reviews vendor invoices and billing to ensure accuracy while gathering any necessary documentation for review by department leadership for approval. Ensures compliance with departmental and university established guidelines, processes, rules, and goals by Recruiting Support Specialists. Performs Third Party Vendor Relationship Management with regard to search management logistics and serves as the liaison between University Recruiting and third party advertising and staffing services. Serves as primary point of contact for University reduction in force (RIF) employees. Responsible for university employee RIF Program Development and Delivery. Develops all correspondence for the program, collects all program related data, runs all reports and performs regular quality assurance. Maintains files and records including ETS transactions in PeopleSoft using HR Web for terminations, supervisor changes or updates to Data Services. Maintains records to track ETS Marta Card and Parking Card authorizations for temporary employees. Initiates and ensures that customer satisfaction surveys are coordinated, sent and received using Survey Monkey or similar program. Coordinates and schedules meetings, interviews, appointments and special events related to Recruiting for candidates, as required. Ensures the confidentiality of records is maintained according to established policies. Provides support to Director of Recruiting. Performs related responsibilities as required.
MINIMUM QUALIFICATIONS: Two years of college and three years of experience supporting enterprise level HR operations, or equivalent combination of experience, education, and training. Human Resources experience is strongly preferred. Knowledge of various Human Resources related personal computer software packages.
