JOB DESCRIPTION: The Grants Manager directs the daily operations for grants and contracts accounting with fiduciary responsibility for all Carter Center program restricted funds from governments, foundations, corporations, multilaterals, or any other source. Due to the travel locations, Hostile Environment Awareness Training (HEAT) will be required. Develops grant management goals and objectives in conformance with Carter Center policy. Directs and guides programs in the implementation of those goals and objectives. Contributes to the evaluation of the program staff responsible for grants. Manages the grant portion of the Carter Center financial accounting system. This includes but is not limited to directing the establishing and closing of grants in the system on a timely basis, ensuring revenue is properly reflected, expenditures are in line with grant restrictions, and fund balances are accurate. Manages records of accounts receivable and receipts including donations/contributions. Interprets third-party (grant donors, federal government, other governments, multilaterals, etc.) regulations and assists CCI accounting and CCI programs in the application of third-party regulations and guidelines to accounting procedures, including allowable expenditures and timing charges within grant period. Ensures the preparation of grant operational and statistical reports for Carter Center management, programs and donors, government and others in compliance with regulations. Additionally develops and prepares operational and statistical reports for management by collecting. Organizes and analyzes the data to assist in making fact- based decisions. Manages preparation of audit material for all donor grant audits. Works with external auditors by providing necessary documentation and answering questions to ensure accuracy of financial statements and reporting. Develops and maintains an effective information system by identifying user needs, developing system modifications and enhancements, and resolving system related problems. Directs record-keeping activities by interpreting applicable regulations establishing filing and auditing procedures to ensure files contain complete and accurate documentation. Assists in the completion of special projects as dictated by Carter Center management. Establishes and administers grant policy, procedures, and related forms in accordance with state, federal, and organizational guidelines by reviewing, revising, and communicating them to ensure compliance. Assists with determining policy change by staying abreast of changes in regulations to ensure compliance. Advises and trains program financial managers in the effective administration of policies and procedures by conducting training sessions and providing informal counseling to ensure consistent practices. Maintains professional growth and development of self by identifying educational/training programs, professional organizations, activities, and resources to maintain knowledge of changes in grant management requirements, including A 133. Performs other related duties as required.
MINIMUM QUALIFICATIONS: A bachelor's degree in accounting, finance, or a related field and three years of experience working with grants or in a related field, OR an equivalent combination of education, training, and experience. Knowledge of various personal computer software applications.
