*This is an Exempt position. Employees in this position are paid a salary on a monthly basis and are not eligible to receive overtime pay.

JOB DESCRIPTION: Meets with potential clients, supports the evaluation design and methodology and draft proposals for needs assessments, program evaluation and data collection projects. Serves on evaluation teams and works with program staff and external partners to develop comprehensive multi-year program evaluation plans (qualitative and quantitative), logic models and key performance metrics associated with objective evaluation, as well as individual time-limited evaluation projects. Contributes to the development and implementation of program-wide evaluations, data infrastructures, and continuous quality improvement strategies. Collects primary data through conducting interviews, focus groups, or surveys. Verifies evaluation plans complement and are consistent with established strategic plans, programmatic requirements and activities, and federal cooperative agreement guidelines. Performs qualitative evaluation activities, such as design of interview and focus group protocols, coding data, performing analysis using thematic coding and qualitative software programs such as MAXQDA. Develops evaluation reports, presentations, or manuscripts, writing drafts of study background, methods, results, and recommendations. Provides recommendations for improvements in processes, programs, and/or policies, as a result of monitoring and evaluation findings and conclusions. Conducts project management responsibilities, including maintaining schedule and quality of deliverables, and being a point of contact for clients. Supports evaluation business development efforts, including strategic planning and monitoring of current and future business opportunities.
MINIMUM QUALIFICATIONS: Bachelor's degree in evaluation or closely-related field from an accredited institution and five years of professional experience in program evaluation, assessment or quality improvement, or a Master's degree and two years of professional experience in program evaluation, assessment or quality improvement, or an equivalent combination of education, experience and training. Experience developing and implementing evaluation plans and data collection tools. Experience conducting qualitative data collection and analysis (focus groups, key informant interviews) and/or quantitative analysis. Experience with data management, and writing and generating evaluation reports. Advanced experience using Survey Monkey, Survey Gizmo, Qualtrics, RedCap, or similar applications. PREFERRED QUALIFICATIONS: Graduate certificate or fellowship training in evaluation or closely-related field. Experience using MAXQDA, ATLAS.ti, NVivo, or other qualitative data analysis software for analysis. Experience using R, SAS, STATA or other quantitative analysis software.
